This circular seeks to limit the amount of unqualified people obtaining work in primary schools. However it will not eliminate them completely wow gold(www.flywowgold.com). It strictly curtails the use of retired teachers for casual subbing.  From now on a principal teacher will be required to appoint a candidate who is registered with Teaching Council, primary qualified and not in receipt of a state pension in the first instance to all posts. Consequently a lot of responsibility and extra work will fall on a principal as they are now required to maintain an active list of available, not retired, substitute teachers and to respond to all notifications of availability for subbing within 7 days.

The circular stipulates that teachers appointed to teach are registered teachers with qualifications appropriate to the sector and suitable to the post for which they are employed and that unemployed teachers are offered employment in preference to those wow gold(www.flywowgold.com) that are retired.

For Primary level this means that in the first instance a job must go to a teacher who  is :

1) registered by the Teaching Council and
2) qualified to teach at primary level and
3) not in receipt of a teachers pension.

Primary schools are now required to keep a list of people who fulfill these attributes. Schools may use shared lists. Schools are allowed to use services like ‘textasub’ but must revert wow gold(www.flywowgold.com) to the list if they fail to find a suitable candidate through that service.

The list must contain only people who fulfil all three stipulations above.

A school may/should ask potential subs if they are in receipt of a state pension. Appropriately qualified registered teachers may notify one or more school that they are available for subbing. If the list and ‘textasub’ fail to find a suitable candidate the school is then allowed to employ a teacher who is retired- so fulfilling 1) and 2) above.

For Primary level this means that a school may employ a Second level teacher. The contract of employment must include a condition that the contract will terminate on the recruitment of an appropriately qualified registered teacher or the following 31 August- whatever comes first. Boards can employ teachers who are appropriately qualified (e.g. B.Ed) and who are in the process of gaining Teaching Council registration. These teachers are paid at the unqualified rate pending the outcome of the application. This provision must be inserted into the employment contract.

Short term absences- Exceptional Circumstances

After following all steps above a school may employ an unregistered person due to urgent and unforeseen circumstances where the immediate filling of the post is necessary to prevent school closure, safeguard the welfare of students or is necessary to maintain provision in the school.

Principal must record that all steps were followed and ‘the person proposed wow gold(www.flywowgold.com) for appointment is competent and capable of acting in a teaching capacity in the school’.

This person may not be paid in respect of more than one week’s continuous employment at any one time and that their contract must state that the job will be terminated immediately when a registered teacher becomes available.

Order in which you can employ people in the role of teacher in a primary school:

1)   Registered, Appropriately Qualified, not- retired
2)   Registered, Appropriately Qualified, retired
3)   Registered but Second level trained, not retired
4)   Registered but Second level trained, retired
5)   Unregistered, unqualified, but ‘competent and capable of acting in a teaching capacity in the school’ according to the school principal.
